Changes in my 5 stars detailed ratings

As a recap, eBay UK is now implemented with Feedback 2.0, where sellers will be rated in the following categories:

1. Item as described
2. Communication
3. Dispatch time
4. Postage and packaging charges

Dispatch time and postage charges are down to 4.5 stars. I did a research on some sellers and i noticed 90% of the sellers will not get a full ratings on this category, even if they offer free postage.

I’m not sure why, is this just human nature that we should be getting the item as cheap as possible and in very good condition?

If you pay for postage of rm5 and you receive your parcel with stamp postage of rm5, would you give a full 5 star rating to the seller for postage and packaging?

Remember, it says packaging as well, so naturally, the postage charges should includes things like your costs to pack the parcel.
